Second Chance Drawing Rules
Drawing Date: December 9, 2015

Prizes: $500 VISA gift card (5)

*Entrants must be at least 18 years or older to qualify

  1. Submitting Qualified Entries
    1. Any valid non-winning Vermont Lottery instant scratch-off ticket from an Eligible Game (as listed on the Vermont Lottery 2nd Chance site) qualifies to be entered into the drawing.
    2. Submitting entries via the internet:
      1. From the Official Vermont Lottery website (vtlottery.com) click on the 2nd Chance Player icon. Players will be redirected to https://www.2ndchanceplay.com/VT/2ndchance/.
      2. If the player does not already have an account, the player will need to complete the one-time player registration.
      3. Using the email address and password set up during the registration process, players may log in at any time prior to the deadline to submit a non-winning ticket from an Eligible Game.
    3. Entries for the drawing must be submitted via the internet between Monday, November 16 and 11:59 p.m. on Tuesday, December 8, 2015.
  2. Identifying Valid or Invalid Entries
    1. A valid entry must be a valid non-winning Vermont Lottery ticket from an Eligible Game as listed on the 2nd Chance site. An entry will be considered a valid non-winner if the information entered by the player matches the information in the official non-winning ticket validation file.
    2. A valid entry must have been entered by a registered user.
    3. A valid entry must have been sold by a Vermont Lottery Commission licensed Lottery agent (past or present) or by the Vermont Lottery Commission.
    4. A valid entry must not have been reported by a Vermont Lottery Commission licensed Lottery agent (past or present) as lost or stolen.

      *If an entrant has an impairment that calls for assistance with entering information on the ticket, the Lottery can provide assistance prior to submitting an entry.
  3. Drawing Entry Procedures
    1. Entries are captured through the internet (www.2ndchanceplay.com/VT/2ndchance/) and maintained by Pollard Banknote Ltd.
    2. Entrants must have successfully submitted the required numbers from the ticket.
    3. At the time of submission, the ticket is verified against the Vermont Lottery’s secure list of non-winning tickets and is awarded one (1) entry.
    4. After the player has successfully submitted the player does not need to keep the ticket.
    5. The captured entries will be stored in a secured electronic database.
  4. Second Chance Finalist Drawing
    1. The Thank You! Second Chance Drawing will be conducted on December 9, 2015.
    2. The drawing will be conducted at Pollard Banknote Limited, 140 Otter Place, Winnipeg, MB, Canada and will be open to the public.
    3. An independent auditor will be present to verify that drawing procedures were followed.
  5. Second Chance Drawing Procedures
    1. For the drawing, the entry records that were submitted during the eligibility period will be electronically exported by indicating the appropriate date range of records to be exported.
    2. Using a certified random number generator, the Drawing Manager or designee shall input the number of prizes by tier level and the number of alternates to be selected. For this drawing, there will be five (5) winners and twenty (20) alternates.
    3. The random number generator shall automatically generate a list of winning entries. The first five (5) entries on the list will be the winners of a $500 VISA gift card. The final twenty (20) entries will be designated as alternates.
    4. Entries will be selected by record number and placed in the file in their proper position.
    5. Second Chance winners will be notified by mail.
    6. In the event that the Vermont Lottery is unable to successfully contact a winner within 30 calendar days of the drawing, the first alternate for that drawing will be designated as a replacement winner. If the Vermont Lottery is unable to successfully contact a replacement winner within 30 calendar days of finalist designation, the second alternate will be designated as a replacement winner. This process will continue in 30 calendar day increments until an alternate is successfully contacted.
    7. All winners must complete a Vermont Lottery Winner’s Claim Form in order to claim their prize.
    8. An entrant may win only once per drawing.
    9. At the conclusion of the drawing, non-winning internet entry records will be kept for a period of 30 days and will then be destroyed.
    10. Thank you! Second Chance Drawing winner’s name, town and prize will be posted on the Lottery’s Official websites.
    11. By entering the Thank You! 2nd Chance Drawing, entrant agrees to the terms and conditions of the Thank You! 2nd Chance Drawing Rules.
    12. This promotion is void where prohibited by law.
